South Bedfordshire Local Development Framework

The recently enacted Planning and Compulsory Purchase Act (2004) has introduced a reformed planning framework. Provisions within the Act enable the plan to be "saved" up until September 2007, by which time Local Authorities are expected to have produced a new Local Development Framework (LDF) to supersede the Local Plan. Work has already begun on preparing the new LDF for the district and details of the new planning framework, including our progress in producing the LDF components for the district are set out below.

The new Act also provides for the replacement of County Structure Plans by Regional Spatial Strategies (RSS).  In due course the development plan for South Bedfordshire will comprise a new LDF and the Regional Spatial Strategy for the East of England.

South Bedfordshire forms part of the Luton/ Dunstable/ Houghton Regis and Leighton-Linslade Growth Area, which is part of the Milton Keynes South Midlands Growth Area. 
 
As part of the Milton Keynes South Midlands Sub Regional Strategy (MKSMSRS), Luton and South Bedfordshire is expected to deliver 26,300 new homes and 12,600 new jobs over the period 2001-2021. It should also take account of the prospect of a further 15, 400 homes and 7,400 new jobs needing to be provided from 2021-2031.
 
The role of planning in the district, through the preparation of the LDF, is vital in ensuring that development is delivered in a suitable and sustainable manner whilst addressing the requirements of the growth as outlined in the MKSMSRS. 

The Joint Core Strategy will provide the overall development framework for Luton and South Bedfordshire, setting out where development should go and what standards it should aim to achieve. It will co-ordinate growth, considering the roles and relationships between settlements, as well as the strategy for infrastructure provision. 

Joint Technical Unit and Joint Planning and Transportation Committee:
In Autumn 2005, a Luton/ Dunstable/ Houghton Regis and Leighton Linslade Joint Planning and Transportation Committee was set up to coordinate and deliver the Growth Area. The three authorities involved, that is South Bedfordshire District Council, Luton Borough Council and Bedfordshire County Council are working together to produce a joint LDF covering the whole of South Bedfordshire and Luton. A Joint Local Development Scheme (LDS):
A Joint Local Development Scheme (LDS) has been produced to cover the preparation of the LDF for Luton and South Bedfordshire. The joint LDS has been approved by the Government Office for the East of England and can be downloaded through the link below.

A Joint Statement of Community Involvement (SCI):
The Statement of Community Involvement (SCI) was adopted by the Joint Planning Committee in December 2007. This is a joint planning document between South Bedfordshire, Luton Borough Council and Bedfordshire County Council.

A Joint Core Strategy Document:
Evidence gathering for the Core Strategy has been ongoing for some time. An Issues and Options Paper prepared internally by JTU officers was consulted on between June and October 2007. The consultation undertaken was widespread and included a leaflet drop-off to every household in Luton and South Bedfordshire; exhibitions held in various village halls and town centres; permanent displays in local libraries; newspaper articles; radio adverts and consultation with schools. 
 
Following the consultation undertaken and progress on evidence studies, work has progressed on preparing the Core Strategy Preferred Options. Consultation on the Core Strategy is anticipated to be in Spring 2009.

Technical Studies to Inform the Joint LDF:
A series of technical studies will be prepared to inform the content of the LDF including a Transport Capacity Study, Urban Capacity Study, Employment and Economic Study, a Strategic Flood Risk Assessment, and a Green Infrastructure Study. Further details will be shown here when available.
